Release targets are versions, not calendar dates. The proposed 3.0 deliveries depend on pilot demand and agreed scope; the ALTA target covers preparation only.
An exhibit needs the Matchline exhibits rate when the finished packet runs to more than one sheet — the legal description overflowed its frame, or the tract needed a detail sheet. Which one an exhibit needs is known only once it is delivered, so an estimate before you run is quoted at the Easement Exhibits rate.

A production fee is charged per delivered exhibit, by type and sheet count — not per download. Running or downloading an already delivered dataset again is free while its files are retained. A separately uploaded dataset can incur a new production fee, even within an existing project. No ArcGIS license is required for the hosted calculation and exhibit-rendering engine.
